The Eurosignal Paging System: A Technical and Historical Summary and Simulator

Eurosignal was one of Europe’s earliest consumer radio-paging networks, giving people a way to be reached while away from a fixed telephone. To page someone, a caller simply dialled the subscriber’s assigned number from an ordinary landline; the network then broadcast a short tone sequence that made the recipient’s pocket receiver beep, signalling that somebody wanted to reach them. The system carried no voice or text — the alert told the bearer only that a call was waiting, leaving them to find the nearest phone and ring back, without knowing who had paged them or why.

The service went live in Germany in 1974, expanded to France in 1975, and reached Switzerland in 1985. Its transmissions occupied the lower edge of the FM broadcast band, spread across four channels between 87.340 and 87.415 MHz (nominally described as the 87.3–87.5 MHz range). Different countries used different channels: Germany operated on channels A and B, France used all four, and Switzerland relied solely on channel D. Because the pages sat within the standard FM band, the tones could be picked up incidentally on any domestic FM radio tuned to that part of the dial — a quirk many listeners of the era still recall.

Coverage came from a network of ground-based transmitters running at output powers as high as two kilowatts, which gave Eurosignal a considerably wider reach than a single FM broadcast station. That extensive coverage, combined with running costs reported to be roughly a tenth of those for a conventional telephone connection, made the service attractive relative to the radiotelephone alternatives of the day.

Each receiver could be linked to as many as four separate telephone numbers. Alongside its audible alert, the unit carried four indicator lights, one per number, so the bearer could tell which of their four contacts had triggered the page. The numbers themselves had to be arranged in advance and were kept out of public directories as a safeguard against nuisance paging, and the system worked only in conjunction with telephones rather than as a general-purpose messaging channel.

Technically, the alerts were encoded as sequences of audio tones. Early transmissions used amplitude modulation before the network moved to frequency modulation. Each of the ten digits mapped to its own tone frequency, descending from 979.8 Hz for the digit 0 down to 470.8 Hz for the digit 9, so a six-digit address such as 123456 was sent as the six corresponding tones in order. A dedicated repeat tone at 1,062.9 Hz stood in for the second of any two identical consecutive digits — the number 111111, for instance, alternated the tone for “1” with the repeat tone. A separate “free” tone at 1,153.1 Hz, held for at least 0.22 seconds, marked the boundary between two paged numbers, with each number occupying about 0.82 seconds of airtime.

France and Switzerland switched off their networks on 31 December 1997 and 1 April 1998 respectively, as GSM cellular telephony rendered one-way paging obsolete (one sound-archive source dates the overall service’s operation as 1975 to 2005, differing from these figures). Eurosignal’s distinctive tones outlived the network itself: they were sampled by several electronic musicians in the 1990s, including Karl Bartos and the French duo Air, and survive today in public sound archives as a memento of an era when being “reachable” meant little more than knowing you had a call to return.
